Major administrative shake-up amid High-Level Inquiry into Vimal Negi’s Death

Shimla: The tragic and untimely death of Shri Vimal Negi, General Manager of Himachal Pradesh Power Corporation Limited (HPPCL), has triggered a major administrative shake-up.

Allegations that Negi was under immense workplace pressure have led the Himachal Pradesh government to order a high-level inquiry into the functioning of HPPCL’s management. The issue has been widely raised in the Vidhan Sabha, media, and representations from HPPCL employees, prompting immediate government intervention.

As part of the response, Rakesh Prajapati, IAS (2012), has been appointed as the new Managing Director (MD) of HPPCL until further orders. His appointment follows the removal of Shri Harikesh Meena (MD, HPPCL) and Shri Desh Raj (Director, Electrical), who have been directed to step aside from their duties to ensure the credibility of the inquiry.

The government has assigned Shri Onkar Sharma, Additional Chief Secretary (Home/Revenue), to conduct an in-depth probe into the circumstances surrounding Negi’s death. Sharma has been instructed to consult family members, employees, and any other individuals willing to provide relevant information. The inquiry report is expected to be submitted within 15 days.

Meanwhile, Shri Surinder Kumar, Director (Civil), has been given additional charge as Director (Electrical), ensuring continuity in HPPCL’s operations. The decision to restructure the leadership at HPPCL comes with the concurrence of the Department of Personnel and approval from the Chief Secretary.
