University Teachers Boycott Classes Over CAS Delay in Himachal Pradesh

On the call of the Joint Action Committee (JAC), teachers from all five state universities in Himachal Pradesh today staged a complete boycott of academic work, demanding the immediate implementation of the long-pending Career Advancement Scheme (CAS).

At Himachal Pradesh University, Shimla, all 48 departments joined the protest, suspending classes and halting academic activities. JAC leaders declared that the movement is not just about promotions, but about safeguarding teachers’ dignity, rights, and the future of higher education in the state.

Teachers accused the government of ignoring their legitimate demands for years, leaving nearly 3,000 faculty members across universities and colleges deprived of their statutory rights. They warned that continued neglect would force them to intensify the agitation.

Addressing the protest, Dr. Joginder Saklani criticized the government’s “biased and indifferent attitude,” stressing that teachers are the backbone of the education system. Dr. Rajesh cautioned that political repercussions could follow if the government continues to disregard the concerns of the academic community. Dr. Sunil termed the delay in CAS implementation as “mental harassment,” blaming administrative apathy for forcing teachers into agitation.

Dr. Nitin Vyas, President of the Himachal Pradesh University Teachers’ Welfare Association and JAC representative, urged the Chief Minister to intervene, reminding him of his own student activism during his university days. He emphasized that teachers are not seeking confrontation but the restoration of their lawful rights, warning that prolonged neglect could escalate the movement further.

Other speakers, including Dr. Ankush, reiterated that CAS is not merely about promotions but about respect and the future of educators.

Hundreds of teachers from across the state participated in the protest, raising slogans against the government. JAC leaders made it clear that the struggle will continue until CAS is implemented, asserting that quality education is only possible when teachers’ morale remains high and their rights are secured.
