Shalini Agnihotri, hailing from a non-descript village of Tatehal in Himachal Pradesh, is a shining example of determination and grit. From a modest background, today she stands as a respected IPS officer, symbolising the truth that with hard work and dedication, no dream is too far to reach.
Coming from a family with limited resources, where her father worked as a bus conductor, Shalini’s relentless efforts and dedication helped her soar to new heights, making her an inspiration for millions.
Shalini was always a top performer in her studies, securing 92 per cent in Class X and 77 per cent in Class XII. Her unwavering focus and determination became the foundation for her next big leap.
She completed her schooling at the DAV School in Dharamshala and then pursued a graduation in Agriculture from Himachal Pradesh Agriculture University in Palampur. Alongside her studies, she also began preparing for the UPSC examination.
Secured impressive All India Rank of 285 in UPSC
In May 2011, Shalini appeared for the UPSC exam and in 2012, the results of her interview came out. She secured an impressive All India Rank of 285 and chose the Indian Police Service (IPS).
After enduring rigorous training, she was posted as the Assistant Superintendent of Police (ASP) in Kangra district. Her first posting itself proved that she was more than ready for the challenges of this prestigious role.
In Kangra, her performance was exemplary, leading to further opportunities as she served as the Superintendent of Police (SP) in crucial districts like Kullu and Mandi.
Creating a fearless legacy in Kullu
When Shalini took charge as SP in Kullu, she launched a large-scale operation against drug dealers. Her strategic approach and hard work led to the incarceration of dozens of criminals. The mere mention of her name sent tremors through the drug mafia of Himachal Pradesh.
Wherever she served, Shalini continued to fight against drug abuse and crime relentlessly. Her methods and work ethic set an unparalleled example within the police force.
Breaking barriers as the first woman SP of Kangra
Today, Shalini Agnihotri stands as the first woman SP of Kangra, presenting a new chapter in the history of the district.

Childhood event that shaped her courage
Shalini’s childhood is marked by an intriguing and formative incident. One day, while traveling in a bus with her mother, an unknown man took the seat next to her mother, making her uncomfortable.
Despite her mother’s repeated requests for him to move, he refused. Finally, in a fit of anger, the man remarked, “You look like a DC, expecting your words to be obeyed?”
The incident left a deep impact on Shalini and taught her an important lesson – to bring about change in the world, one must have not just the courage, but also the strength to overcome every challenge. It was this courage and resolve that fueled Shalini to chase her dreams and never look back.
