The Himachal Pradesh University Teachers Welfare Association (HPUTWA) has intensified its protest against the state government’s proposed amendments to university laws, demanding the restoration of university autonomy and Career Advancement Scheme (CAS) promotions for teachers.
According to a press statement, university and college teachers across Himachal Pradesh have been agitating for the past 56 days, expressing concerns that the Himachal Pradesh State Universities Amendment Bill, 2026, could significantly undermine the autonomy of higher educational institutions in the state.
The association highlighted the historic contribution of Himachal Pradesh’s universities in producing professionals in fields such as science, arts, law, mathematics, languages, medicine, administration, politics, agriculture, horticulture, and forestry. It stated that the academic excellence, research, and innovation achieved by these institutions have largely been supported by the autonomy granted under the norms of the University Grants Commission (UGC).
The teachers’ body objected to amendments that would reportedly transfer key financial and administrative powers from university authorities, including the Vice-Chancellor and Executive Council, to the state government. The association argued that such changes could adversely affect academic freedom, research culture, and innovation within universities.
The statement further claimed that universities already operate under significant government oversight, including appointments of Vice-Chancellors, Pro Vice-Chancellors, Registrar-level officers, and financial audits. Therefore, it questioned the rationale behind further reducing institutional autonomy.
Expressing concern over the future of higher education, the association warned that excessive administrative control could weaken research and innovation in areas ranging from healthcare and science to agriculture and artificial intelligence.
Teachers have been urging the government to hold consultations with stakeholders before implementing the amendments. However, the association stated that the bill has already been forwarded to the Governor, who serves as Chancellor of the state’s universities, for approval.
As part of the ongoing movement, teachers, non-teaching employees, research scholars, and alumni from universities across Himachal Pradesh will gather at 11:00 am on November 5 at the University Auditorium in Summer Hill, Shimla, to discuss the issue and formulate the next phase of their agitation.
The association emphasized that its movement is not directed against any political party or government but is aimed at safeguarding university autonomy and ensuring quality higher education for future generations. It also urged the state government to restore CAS promotions and maintain the autonomous character of higher educational institutions.
