The ongoing Municipal Corporation and Panchayat elections in Himachal Pradesh have evolved into a high-stakes political confrontation, particularly in Mandi, where the ruling Congress government appears to have turned the contest into a prestige battle. While the opposition BJP may be projecting the civic elections as a political “semi-final,” the aggressive campaign mounted by the Congress leadership suggests that the party views the elections as a decisive test of its governance and public support.
In a significant political move, Chief Minister Sukhvinder Singh Sukhu arrived in Mandi with senior party leaders and launched an intensive campaign in favour of Congress candidates. During his public meetings, the Chief Minister made a series of major development announcements that have dramatically shifted the political narrative surrounding the elections.
Addressing election rallies, Sukhu assured voters that wards electing Congress councillors would not face any shortage of funds for development activities. He announced that following the elections, development estimates of up to ₹50 lakh for each ward would be prepared and forwarded to the government for priority approval.
The Chief Minister also outlined an ambitious urban development roadmap for Mandi, stating that projects worth nearly ₹180 crore would be undertaken to modernise and upgrade the historic town. Referring to his own experience as a former councillor, Sukhu said he understands the challenges faced at the grassroots level and remains committed to strengthening civic infrastructure and public amenities.
Launching a sharp attack on former Chief Minister Jai Ram Thakur, Sukhu questioned the pace of development achieved in Mandi during the BJP regime. He alleged that despite holding power, the previous government failed to deliver the expected level of urban development in the town.
The Chief Minister further accused Jai Ram Thakur of concentrating development largely in his home constituency of Seraj while neglecting Mandi city. He also criticised what he described as “emotional politics” being played in the name of regional identity during the election campaign, asserting that Mandi belongs equally to all residents and not to any single political leader.
Sukhu additionally targeted the BJP over the formation of the Municipal Corporation, alleging that the civic body had not been constituted in accordance with public sentiment during the BJP’s tenure in power. Referring to the ongoing debate over the inclusion of rural areas such as Behna ward, he remarked that leaders who had themselves approved the expansion are now seeking political mileage by demanding their exclusion.
The BJP, however, mounted a strong counterattack against the Chief Minister’s announcements, accusing the Congress government of indulging in “election-time populism” and making unrealistic promises.
BJP state executive member Prashant Sharma questioned the financial credibility of the Congress government, alleging that it has failed to fulfil several key guarantees promised to the public. He claimed that the government has not been able to implement the promised ₹1,500 monthly financial assistance for women and alleged delays in pension disbursement to beneficiaries.
Prashant Sharma further stated that a government allegedly dependent on financial assistance from the Centre cannot realistically promise massive ward-level funding during elections. He described the announcements as politically motivated declarations aimed at influencing voters ahead of polling.
With both Congress and BJP intensifying their campaigns and exchanging sharp political accusations, the Mandi civic elections are increasingly being viewed as a major political battleground that could shape the broader narrative of Himachal Pradesh politics in the coming months.
