Shimla: The Himachal Pradesh University Teachers’ Welfare Association (HPUTWA) on Thursday (November 6, 2025) staged a strong protest outside the Vice-Chancellor’s office, accusing the state government of neglecting higher education and mishandling the university’s financial affairs.
Led by HPUTWA president Nitin Vyas, general secretary Ankush and Anjali, the teachers’ body alleged that the Finance Secretary was deliberately trying to defame the state government by withholding the university’s grant. The protesters demanded immediate intervention from Chief Minister Sukhvinder Singh Sukhu to resolve the financial crisis that has disrupted university functioning.
Claims grant released only after repeated protests
In a joint statement, the association leaders claimed that the university’s sanctioned grant of Rs 152 crore was being released in instalments only after repeated protests by employees.
“Every month, staff members have to leave their work and demonstrate to get funds released. While MLAs and senior bureaucrats receive immediate disbursement of allowances and salary hikes, university employees are told that there is a financial crunch when it comes to their pay or DA instalments,” the statement read.
The teachers accused the Finance Secretary of acting against the interests of the university. “He is deliberately creating hurdles in the release of funds and maligning the image of the government. If this continues, we will not allow him to enter the university premises during the next meeting,” warned Vyas.
The association demanded that the Finance Secretary be transferred immediately, arguing that the state’s financial management was suffering under his tenure.
Call for boycott and Raj Bhavan march
Announcing the next phase of their agitation, the HPUTWA declared that teachers would boycott classes from Friday morning at 10.30 am in protest against the government’s inaction.
Nitin Vyas further said that a march to the Raj Bhavan would be held on Monday (November 10) to protest against what he described as “systematic attempts to undermine the dignity and autonomy of Himachal Pradesh University”.
The teachers’ protest reflects growing discontent among university staff over delayed salaries, pending allowances, and the perceived indifference of the state administration toward higher education funding.
As of now, the state government and the Finance Department have not issued any formal response to the teachers’ allegations.
