To cut court pendency, Himachal govt allows ASIs, Head Constables to collect challan penalty on spot

SHIMLA: In Himachal Pradesh, now police personnel of the rank of Assistant Sub-Inspector and Head Constable will be able to collect fine under the Motor Vehicles Act, thus ensuring that commuters who are challaned can pay penalty on the spot. A related notification has been issued by the Transport Department.
With this, the owners of cars and other vehicles will no longer face any problem in paying the challan. Earlier, only Sub-Inspector and Inspector rank police employees had the powers to collect fines for challans issued under the Act. But in view of the problems being faced by the people, the state government has given this power to Assistant Sub-Inspector and Head Constable rank employees too. Though they had the powers to issue challans, they could not compound (collect fine) it.
With the powers of compounding, the police department will now generate IDs of these police personnel and they will be able to compound vehicle fines on the spot through POS machines.
Additional SP of TTR (traffic, tourist and railway) Narveer Singh Rathore said that by giving the powers to ASIs and Head Constables to collect fines under the MV Act, it would become easy for people to pay penalty of challans of their vehicles. He said it would also help in enforcing road safety rules in a batter manner. “This will speed up e-challan making and payment of pending challans,” he said.
