Shimla: The Himachal Pradesh Assembly Secretariat has demanded a detailed report within 15 days regarding a privilege violation motion filed against several leaders of the Secretariat employee unions. This motion, initiated by the state’s Technical Education Minister Rajesh Dharmani, has put a spotlight on the ongoing tensions between the administration and the employees’ union leaders.
The Secretariat administration has been tasked with conducting a comprehensive investigation into the actions of the employee leaders and presenting a report within the given timeframe. The final decision will be taken by the Assembly Speaker once the findings are reviewed.
What led to the privilege motion
The privilege motion was triggered by alleged actions of union leaders, including Sanjeev Sharma, who are accused of overstepping their boundaries in recent interactions with the administration.
Minister Rajesh Dharmani, in his privilege motion, highlighted the actions of the union leaders. This led to a formal motion being submitted, prompting the investigation that is now underway.
Assembly Secretary Yashpal Sharma has sent a letter to the General Administration Department (GAD) Secretary, instructing a thorough review of the accusations. The Secretariat has also requested responses from the employee unions, including leaders like Sanjeev Sharma, to present their side of the story.
The report will focus on whether the union leaders’ actions amounted to a breach of privilege.
Union leaders stand their ground
In response to the investigation, the union leaders have come together, strongly condemning the privilege motion. They argued that the move is an attempt to suppress their legitimate demands and rights. At a recent meeting, union representatives stated that they have always operated within constitutional limits and that no privilege violations have occurred.
Kamal Krishna Sharma, a prominent leader from the employees’ union, remarked, “This motion is a tactic to suppress the voice of the employees who have been fighting for their rights. We are not going to back down. The administration should focus on resolving the core issues instead of taking punitive measures.”

September 17 General Assembly Meeting
In light of the ongoing conflict, a general assembly meeting has been scheduled for September 17, where the employees’ union will further discuss their concerns and strategy. Union leaders, including general secretary Kamal Krishna Sharma, officers association head Geeta Sharma, and other representatives will convene to solidify their stance and address the growing tension.
First-of-its-kind investigation
This is the first time that an investigation of this manner has been initiated against the employees of the Secretariat, drawing widespread attention across the state. The move has sparked concern among union leaders who believe that their collective efforts to defend workers’ rights are being unfairly targeted.
