Shimla: In light of the passing of former Prime Minister Dr Manmohan Singh, a seven-day national mourning period has been declared across India.
As a mark of respect, the Himachal Pradesh government has announced public holidays on December 27 and 28, leading to the postponement of the much-awaited Shimla Winter Carnival.
Shimla Mayor Surender Chauhan stated that all cultural programmes scheduled from December 27 to January 1 as part of the carnival have been cancelled. Only the January 2 cultural events at the Ridge will proceed and further decisions on rescheduling other events will follow discussions with the artists.
Stalls, other activities to continue
While cultural programmes are suspended, the stalls and other attractions in Shimla will continue to operate as planned, ensuring some activity for visitors during this time.
The mourning period will also affect New Year’s festivities. No official government events will be held on New Year’s Day, although private celebrations in hotels and other venues may still occur. The subdued atmosphere contrasts sharply with last year’s grand celebrations, which included elaborate Winter Carnival programs.

The Shimla Winter Carnival is one of the region’s most prominent cultural events, drawing tourists and locals with music, dance and traditional performances. This year, however, the celebrations are muted as the state joins the nation in mourning the loss of a respected leader.
