Dharamshala: Himachal Pradesh Chief Minister Sukhvinder Singh Sukhu on Wednesday (December 18, 2024) launched the National e-Vidhan Application (NEVA) at the state Assembly in Tapovan, Dharamshala. This innovative app will allow citizens across the country to watch the proceedings of the Himachal Pradesh Vidhan Sabha online from the comfort of their homes.
Once the portal is fully operational, live-streaming of Assembly sessions will commence, marking a new milestone in digital governance. Speaking at the launch, CM Sukhu highlighted that Himachal Pradesh was the first state to adopt the e-Vidhan system on August 4, 2014, setting an example for other states. Now, with the launch of NEVA, the state continues to lead in adopting digital initiatives.

Expansion from Dharamshala to Shimla Assembly

The NEVA project, currently implemented at Tapovan in Dharamshala, has received approval under the Digital India initiative. A detailed project report (DPR) has been submitted to the Ministry of Parliamentary Affairs for extending the facility to the Shimla assembly.
The app and its associated portal will enable users to explore the Assembly’s features, purchase tickets and even access guided tours. Visitors, including tourists and students, will have the opportunity to learn about legislative procedures through on-site visits to the Assembly hall and galleries.

Events planned to maximise use of Tapovan complex

To maximise the use of the Tapovan Vidhan Sabha complex, year-round training programmes, youth parliaments and conferences for panchayati raj institutions and urban bodies will be organised. NEVA also aims to facilitate knowledge-sharing among legislators by providing insights into best practices from other state Assemblies and Parliament.
With an investment of Rs 8 crore, the NEVA initiative also seeks to make the legislative process paperless, contributing to environmental conservation. Assembly Speaker Kuldeep Singh Pathania said land had been identified near the Tapovan complex for constructing a hostel-cum-hotel.
This facility will reduce accommodation costs for Assembly members, staff and officials during sessions. Outside session periods, the hostel will function as a commercial hotel, generating additional revenue.
The app’s launch will also boost tourism as it allows easy entry for visitors from India and abroad to explore the Assembly complex. College, university and school students will benefit from educational tours, gaining insights into the legislative process.
