In a strategic move blending fiscal discipline with grassroots populism, Chief Minister Sukhvinder Singh Sukhu presented the Himachal Pradesh Budget for the financial year 2026-27. The budget serves as a sophisticated political document, aiming to silence critics of “fiscal mismanagement” while simultaneously fortifying the Congress party’s core vote bank through a sweeping hike in honorariums for thousands of ground-level workers.
The Math of Governance: A Strategic Dip in Budget Size
Defying the traditional trend of ever-expanding budgets, the state government has unveiled a total outlay of ₹54,928 crore. This reflects a deliberate reduction of ₹3,586 crore compared to the previous fiscal year’s (2025-26) budget of ₹58,514 crore.
By shrinking the budget size, the Sukhu administration is sending a clear signal of fiscal consolidation. This “austerity with a soul” approach aims to strengthen the state’s financial health without compromising on the welfare of the common man.
The Masterstroke: Historic Hikes for the ‘Backbone’ Workers
The highlight of the budget is the significant increase in honorariums for various categories of workers who form the administrative and social foundation of rural Himachal. Politically, this move secures the loyalty of the state’s most influential grassroots influencers.
Health and Childcare: A ₹1,000 Leap
The government has rewarded those at the frontlines of social welfare with a substantial monthly increase:
- Anganwadi Workers: Honorarium raised from ₹10,500 to ₹11,500.
- Mini Anganwadi Workers: Now to receive ₹8,300.
- Anganwadi Helpers & Asha Workers: Increased to ₹6,800.
- Tailoring Teachers: Also granted a ₹1,000 hike, bringing their pay to ₹6,800.
Empowering the Grassroots: The ₹500 Increment
From schools to water management, the government has ensured that no sector feels ignored: - Education: Mid-day Meal Workers (₹5,500) and Water Carriers (₹6,000) see a steady rise.
- Infrastructure & Water: Jal Rakshaks (₹6,100), Multi-purpose Workers (₹6,000), and Para Fitters/Pump Operators (₹7,100) have all received a ₹500 boost.
- Administrative Pillars: Panchayat Chowkidars (now ₹9,000), Revenue Chowkidars (₹6,800), and Revenue Numberdars (₹5,000) have been given a significant raise to maintain rural administrative stability.
- Special Categories: Honorariums for SMC Teachers, IT Teachers, SPOs, and Part-time Multi-task Workers have also been hiked by ₹500.
Political Analysis: Balancing the Scales
With this budget, CM Sukhu has managed a delicate balancing act. By reducing the overall budget size, he has snatched away the opposition’s “debt-trap” narrative. Simultaneously, by putting more money directly into the pockets of Anganwadi workers, Chowkidars, and Asha workers, he has ensured that the “Congress Guarantee” reaches the remotest corners of the hills.
