Government to Prepare a List of Employees Linked to Drug Trade
234 Panchayats Declared High-Risk Zones

In a strong and unprecedented stand against the drug menace, Himachal Pradesh Chief Minister Sukhvinder Singh Sukhu today revealed the state government’s most aggressive anti-drug strategy in the Assembly. He made it clear that the government will now identify employees within the system who are aiding drug traffickers or leaking sensitive information.
The Chief Minister announced that the government will prepare a separate list of suspected employees, those believed to be helping the drug network, weakening police action, or leaking confidential information.
He said, “Anyone supporting this dirty trade—no matter which department they belong to,cwill not be spared.”
234 Panchayats Under the Grip of Chitta
Sukhu informed the House that 234 panchayats in the state have been marked as ‘high-risk zones’ due to active drug supply, trafficking routes, or growing influence of chitta.
These areas will now have enhanced surveillance, coordinated police-administration operations, and community-based awareness programmes.
Officials Leaking Information Will Face Harsh Action
The Chief Minister expressed concern that in several cases, information about raids and police operations reaches traffickers beforehand, indicating internal leaks.
He warned that any employee caught leaking information will face immediate dismissal along with criminal action.
To strengthen the fight, the government is launching a Special Integrity Scan, conducting department-wise reviews to identify compromised elements.

Sukhu said the anti-drug battle will now expand beyond policing into a combined strategy of administration, community participation, and technology.
Key measures include:
Digital surveillance in high-risk panchayats
Mapping of drug routes across districts
Financial investigation of trafficking networks
School and college–based prevention programmes
