The alleged Shimla water supply scam has revealed irregularities not only in water delivery, but also in the tender allocation process itself.
A lack of transparency was allegedly observed during the awarding of tenders for water supply to affected panchayats in Theog during the summer season.
Investigations found no receipts or evidence to confirm that water was delivered via tankers. The signatures of panchayat pradhans or vice-pradhans, which are typically required as proof of delivery, were also absent.
Shockingly, over Rs 1 crore was allegedly paid without proper verification by the Theog SDM. Payments were based solely on bills submitted by Jal Shakti Department officials. Had the SDM verified the bills, the scam could have been uncovered before payments were made, said an anti-corruption activist.
An inquiry conducted by the Shimla Additional Deputy Commissioner highlighted that villages like Nagodhar and Kariali, which lack road connectivity, were also listed as recipients of water. Operators claimed they supplied water to tanks outside these villages, but no corroborating evidence was provided. The report further exposed negligence by Jal Shakti Department officials and staff.
Additional Chief Secretary Omkar Sharma had ordered an investigation after the issue surfaced. The Shimla Additional Deputy Commissioner was appointed to lead the inquiry and the findings have been submitted to the state government. All eyes are now on the government’s next steps in addressing this scandal.
