HP cabinet approves major healthcare, education and livelihood reforms

The Himachal Pradesh Cabinet, chaired by Chief Minister Thakur Sukhvinder Singh Sukhu, took several key decisions to strengthen healthcare, education, infrastructure and livelihoods across the State.

Health Sector

  • Approval to fill 53 posts of Assistant Professors and 121 posts of teaching, non-teaching, and paramedical staff in all medical colleges.
  • Creation of 600 posts of Assistant Staff Nurses through HP Rajya Chayan Aayog, Hamirpur.
  • Incentive of 20% of basic pay for faculty doctors holding Doctorate of Medicine (DoM) or Master of Chirurgiae (MCh) qualifications.

Infrastructure & Rural Development

  • Filling of 40 vacant posts of Junior Engineer (Civil) in Jal Shakti Vibhag.
  • Direct recruitment of 10 Block Development Officers in the Department of Rural Development.
  • Approval for construction of a world-class township at Shitalpur, on the Himachal–Chandigarh border.
  • Amendment in HP Real Estate Regulation Rules, 2017 to enhance transparency and speed up dispute redressal.

Education & Social Welfare

  • Creation of a dedicated Sub Cadre for CBSE schools in 100 identified institutions with defined recruitment, training, and evaluation norms.
  • Inclusion of children from Tong-Len School, Dharamshala, children of disabled parents (70% disability or more), and abandoned children under the Mukhya Mantri Sukh Aashray Yojna.
  • Establishment of University of Multidisciplinary Institute of Innovation, Skill, Technology, Entrepreneurship and Research (MIISTER) at Ghumarwin, Bilaspur, on PPP mode.
  • Functional Equivalence Model adopted for Assistant and Associate Professors in Applied Sciences and Humanities across five government engineering colleges.

Livelihoods & Environment

  • Approval of PEHEL project for resilient livelihoods, sustainable pastoral practices, conservation of indigenous breeds, and market linkages for Himalayan shepherds.
  • Amendment in HP Land Preservation Act, 1978 to regulate felling of dried chir trees affected by calamities or disease.

Dairy Development

  • Setting up of Milk Processing Plants at Nahan, Nalagarh, Mohal, and Rohru; Milk Chilling Centre at Jalari (Hamirpur); Bulk Milk Cooler at Jhalera (Una); and infrastructure at Karsog and Pangi.
  • Approval of ₹60 crore Cash Credit Limit to HP MILKFED to meet enhanced working capital needs.
  • Separate account for milk cess to ensure timely payments to farmers.

Commerce & Employment

  • Revision of Rajiv Gandhi Laghu Dukandar Sukh Kalyan Yojna-Shahri: one-time settlement assistance of up to ₹1 lakh for small shopkeepers whose loans up to ₹2 lakh have become NPAs.
  • Employment to 28 incumbents on compassionate grounds in the Education Department.
  • Approval for modern commercial complexes at Mohal Mauja Panol Shahri and Auhar in Ghumarwin, Bilaspur.

Transport & Energy

  • Subsidy for purchase of 18–42 seater buses under Rajiv Gandhi Swarojgar Start-Up Yojna.
  • Amendment in Swaran Jayanti Energy Policy-2021: relaxation of free power royalty at 12% plus 1% LADF for projects up to 25 MW (with signed Implementation Agreements).
  • Reallocation of equity power share in SJVNL projects (Nathpa Jhakri and Rampur Hydro) to the State Government for sale through the Directorate of Energy.

Disaster & Welfare

  • Approval of HP Disaster Risk Reduction and Preparedness Project with French Development Agency, with an outlay of ₹892 crore over five years.
  • Shifting of HP State Commission for Backward Classes headquarters from Shimla to Dharamshala.
  • Establishment of a Drug De-addiction Centre at Malot, Indora (Kangra).
  • Relaxation for under-construction Lok Bhawans under Mukhya Mantri Lok Bhawan Yojna.
  • Utilization of Skill Development Institution Building at Palkwah Khas (Una) for SDRF operations.
