Police action in the Balwinder @ Billa case has advanced to a decisive stage under the NDPS Act. Properties earlier frozen — including Hotel-cum-Restaurant “Kwality” and eight shops near Muhal Toki, NH-44, Indora, Kangra — will now be formally taken over and managed by the Station House Officer (SHO) of Dumtal Police Station.
The competent authority and administrator in New Delhi, through an order dated September 9, 2026, confirmed the freezing of assets worth ₹3.32 crore, including luxury properties registered in the name of Urmila Devi, wife of Balwinder @ Billa. Acting on a request from Nurpur Police, the authority has empowered the SHO Dumtal under Section 68G of the NDPS Act to assume possession and management of the hotel and shops.
The properties cover specific land parcels detailed in official records, and their management will be governed by Section 68T of the NDPS Act. Importantly, all income generated from these assets will remain under strict monitoring — profits cannot be withdrawn, invested, or transferred independently. Expenditure will require prior approval, ensuring complete financial oversight.
This move sends a clear message: action under NDPS law extends beyond arrests and seizures to full control of illicitly acquired assets and their revenue streams. Nurpur Police reaffirmed its commitment to continue using financial and property-related provisions of the Act to dismantle drug networks effectively.
