Shimla — Members of the Himachal Pradesh University Teachers’ Welfare Association and Non-Teaching Staff Union staged a protest outside the Vice-Chancellor’s office today, expressing anger over the prolonged delay in salary disbursement. The demonstration saw widespread participation from both teaching and non-teaching employees, who boycotted classes for the entire day and raised strong slogans demanding justice.
Union representatives accused the state government of discriminatory treatment towards the university, claiming that while other state employees have received timely salaries, university staff continue to face persistent delays. “This is the first time all other employees have received their salaries on time while ours are still pending,” said Association President Dr. Nitin Vyas, calling it a failure of bureaucratic accountability.
The union also highlighted delays in Career Advancement Scheme (CAS) promotions, stating that no faculty member has been promoted under CAS since 2022—a situation impacting academic growth and the university’s rankings. They alleged that the state government has arbitrarily stalled these promotions, leaving thousands of educators waiting.
Furthermore, staff are still awaiting a 13% increase in Dearness Allowance (DA), and arrears under the 2016 UGC pay scale—both of which remain unaddressed. “While the state spends freely in other areas, there seems to be a shortage only when it comes to paying employees,” remarked Union General Secretary Dr. Ankush.
Union leaders warned of intensifying the protest in the absence of a concrete resolution, including plans to launch a hunger strike if demands continue to be ignored.
