High Court Grants Stay on HPU Orders Against SPU Pro VC

Mandi: In a significant development, Professor Anupama Singh, Pro Vice Chancellor of Sardar Patel University (SPU), has been granted interim relief by a double bench of the Honourable High Court. The court has stayed the operations of an order dated May 8, 2023, passed by Himachal Pradesh University (HPU), which sought to cancel her extraordinary leave and summon her back to HPU.

Chief Justice M. S. Ramachandra Rao and Justice Jyotsna Rewal Dua passed the order, providing relief to Professor Anupama Singh, allowing her to continue serving as Pro VC at Sardar Patel University. The court has restrained any further action against her until the completion of the hearing, scheduled for March 26, 2024.

This decision comes after the single bench of the Honourable High Court rejected her stay application on November 17, 2023, which sought to challenge the cancellation of her extraordinary leave granted under the provisions of Ordinances 36.4(d). The leave was sanctioned for a period of three years through an office order dated August 17, 2022, in Administration ICDEOL.

Professor Anupama Singh accused the executive council, formed after the change of power in the state, of making biased and malafide decisions. The High Court’s double bench has now temporarily halted the enforcement of orders summoning her back to HPU, providing relief until the case’s hearing is completed. Professor Singh, who serves in the Department of Public Administration at HPU, was assigned the role of Vice-Chancellor at Sardar Patel University on April 20, 2022. Her extraordinary leave, granted on July 20, 2022, was later challenged after the formation of the new state government, leading to the current legal proceedings.
