Complaint Reaches Chief Secretary; Department Asked to Examine Matter

Himachal Pradesh Administrative Service (HPAS) officer Oshin Sharma, currently serving as SDM Shimla, is under scrutiny following allegations that she promoted a private company’s product on her social media platforms while holding public office.
The issue surfaced after a promotional video, reportedly endorsing a fitness-related product targeted at gym enthusiasts, was shared on her social media accounts. The video has since been removed. The development has triggered debate over whether such promotional activity is permissible under the conduct rules governing government servants.
Complaint Filed; Chief Secretary Orders Examination
According to reports, a formal complaint has been submitted to the state government regarding the matter. Chief Secretary Sanjay Gupta has acknowledged receipt of the complaint and directed the concerned department to examine the facts.
Official sources indicated that the department has been asked to ascertain whether the content in question amounts to a violation of the applicable service conduct rules. No formal conclusion has been announced so far.
Conduct Rules Under Discussion
The controversy has brought focus back on Civil Services Conduct Rules, particularly provisions that restrict government employees from engaging in trade, business, or other forms of employment without prior approval. Critics on social media have questioned whether endorsing a commercial product — even through personal accounts — could fall within the ambit of restricted activity.
However, administrative experts note that any determination would depend on whether the promotion involved financial consideration, formal endorsement agreements, or constituted active commercial engagement. These aspects are likely to be examined during the inquiry.
A Career Frequently in Public View
A 2021-batch HPAS officer, Oshin Sharma originally belongs to Bharmour in Chamba district, with her family later settling in Dharamshala. Over the years, she has remained a prominent and often discussed figure in state administrative circles.
In April 2021, she married former BJP MLA Vishal Nehria. The marriage later ended in divorce following reported personal differences.
During a previous posting as Tehsildar in Sandhol, Mandi district, she had also drawn attention after being issued a notice by the Deputy Commissioner regarding pending official work.
Strong Digital Footprint
Apart from her administrative role, Sharma commands a significant presence on social media. She reportedly has over 3.7 lakh followers each on Facebook and Instagram, and nearly 65,000 subscribers on YouTube. Her online visibility has often amplified public attention around her professional and personal developments.
As the departmental review proceeds, the case is expected to test the boundaries between personal digital expression and official accountability in public service. The outcome may also offer clarity on how evolving social media engagement by civil servants aligns with existing conduct frameworks.
