Himachal Pradesh has been recognised nationally for its remarkable strides in digital governance and citizen-friendly service delivery.
The Union Ministry of Electronics and Information Technology has conferred the prestigious ‘People First Integration Award’ upon the Himachal Pradesh Department of Digital Technologies and Governance for its outstanding achievements in citizen-centric digital services.
The award was presented at the ‘DigiLocker 2025’ National Workshop and Conference held in New Delhi. The state earned the recognition for successfully integrating 51 Him Seva (e-District) services, along with Him Parivar and Him Access Card, into a unified digital ecosystem. The award was received on behalf of the government by Ashish Singmar, Secretary of the Department of Digital Technologies and Governance.
Gokul Butail, principal adviser to the Chief Minister (Innovation, Digital Technology, and Governance), credited the achievement to the visionary leadership of Chief Minister Sukhvinder Singh Sukhu. “This award reflects the state government’s strong commitment to promoting digital inclusion and citizen empowerment through innovation and technology,” he said. “Through initiatives like Him Parivar and Him Access, the state aims to build an integrated digital ecosystem ensuring transparent, efficient, and inclusive services for every citizen.”
53 documents linked to DigiLocker
Department Director Nipun Jindal informed that under a mission-mode approach, the department has integrated 53 types of citizen certificates and documents with the DigiLocker platform. These include the Him Parivar and Him Access Cards, bonafide Himachali certificate, family register copy, domicile certificate, income certificate, character certificate and several other documents available through the Him Seva (e-District) Portal.
Butail said, “Despite his busy schedule, the Chief Minister personally reviews digitalisation initiatives every month. This consistent monitoring has accelerated digital transformation across departments.”
