The unveiling of an eight-foot statue of former Himachal Pradesh Chief Minister Virbhadra Singh at his birthplace, Sarahan, on Sunday has given fresh political significance to the legacy of the veteran Congress leader, with a high-profile gathering of party leaders putting the spotlight on the ruling party’s internal power equations.

The ceremony at the Bhimakali temple complex, attended by Deputy Chief Minister Mukesh Agnihotri, former MP Pratibha Singh, Public Works Minister Vikramaditya Singh and several senior Congress leaders, came days after Pratibha Singh publicly questioned the omission of her late husband’s name and photographs from Chief Minister Sukhvinder Singh Sukhu’s programmes in Rohru and Rampur.

Sukhu’s absence from Sunday’s event has added to the political interest surrounding the gathering. While the ceremony was organised as a tribute to Virbhadra Singh, its timing and the participation of senior leaders have inevitably drawn attention to the relationship between the incumbent leadership and the political legacy represented by the Virbhadra family.

A legacy that remains politically relevant

The latest episode follows Pratibha Singh’s public expression of displeasure over the reported omission of Virbhadra Singh from official banners and speeches during Sukhu’s recent visits to Rohru and Rampur. She questioned how the contribution of a leader who served as Chief Minister six times could be overlooked so soon after his death.

The objection was significant because Rohru and Rampur have long been associated with Virbhadra Singh’s political influence. The controversy moved beyond a question of protocol and remembrance, raising concerns about recognition of the former Chief Minister’s contribution within the party he helped shape in Himachal Pradesh.

Against this backdrop, Sunday’s ceremony brought the Virbhadra legacy back to the centre of political discussion. The participation of leaders from across the Congress, along with the gathering’s strong regional symbolism, reinforced the political relevance of a legacy that continues to command attention within the state unit.

Agnihotri’s presence adds to the political significance

Agnihotri’s participation was particularly notable. As Deputy Chief Minister in Sukhu’s government, his presence alongside the Virbhadra family placed a senior member of the state leadership at the centre of the commemorative event.

Politically, the gathering demonstrated that Virbhadra Singh’s legacy remains an important point of reference for senior Congress leaders. However, Agnihotri’s attendance alone does not establish that the event was directed against Sukhu or that the Deputy Chief Minister has taken a position against the Chief Minister.

For the Congress leadership, the challenge is to accommodate the political identities and support bases of its senior leaders while maintaining a coherent public image of unity.

54 panchayats, one powerful regional message

The statue was installed at the Bhimakali temple complex in Sarahan, Virbhadra Singh’s birthplace and a place closely associated with his faith. Soil collected from all 54 panchayats of the Rampur subdivision was used as part of the initiative, giving the project a strong connection with the local community.

The symbolism was unmistakable: the event sought to preserve the former Chief Minister’s place in the region’s collective memory while bringing his supporters together around a shared political and cultural legacy.

For the Virbhadra family, the ceremony was an occasion to honour his contribution to Himachal Pradesh. In the wider political context, it also highlighted the enduring importance of regional loyalties and established political networks within the Congress.

Who stood on the stage—and the question of Sukhu’s absence

Among those present were Kuldeep Singh Rathore, MLA from Theog; Mohan Lal Brakta, MLA from Rohru; Nand Lal, MLA from Rampur; R.S. Bali, chairman of the Himachal Pradesh Tourism Development Corporation; and AICC co-incharge Vidit Chaudhary.

The presence of these leaders gave the event considerable political visibility. Yet their participation should not automatically be treated as evidence of a coordinated anti-Sukhu bloc.

The Chief Minister’s absence, meanwhile, has become a natural focus of political speculation, given the recent controversy over Virbhadra Singh’s omission from official programmes. No independently verified explanation for Sukhu’s non-attendance was available in the information reviewed for this report.

That distinction matters: the absence has political significance in the prevailing circumstances, but it does not, by itself, prove a deliberate confrontation.

The larger test for Himachal Congress

With the 2027 Assembly election approaching, the Congress faces the task of managing the relationship between the authority of the incumbent Chief Minister and the legacy of one of the party’s most influential leaders in the state.

Sunday’s gathering does not establish a formal challenge to Sukhu’s leadership. It does, however, underline why the Virbhadra Singh legacy remains politically consequential—and why disputes over recognition, representation and leadership cannot easily be dismissed as matters of ceremony.

The central question now is whether the party can prevent disagreements over its past and present leadership from becoming a larger organisational fault line.

In Sarahan, a statue was unveiled in memory of a former Chief Minister. In the political arena, the event has reopened a more immediate question: can Himachal Congress present a united leadership when its competing legacies continue to command such visible political attention?
