Under attack from Chief Engineer Vimal Negi’s family, Himachal govt removes another IAS officer from power corporation


Amid the ongoing investigation into the death of Himachal Pradesh Power Corporation Chief Engineer Vimal Negi, the state government has removed another IAS officer, Shivam Pratap Singh, from the corporation.


Shivam Pratap Singh was functioning as the Director (Personnel & Finance) in the Power Corporation.
The government issued a notification, assigning the additional charge of Director (Personnel & Finance) in the corporation to Naresh Thakur, Secretary-cum-Additional Commissioner of the State Transport Authority.

Shivam Pratap Singh sent to rural livelihood mission

According to the notification, issued by Chief Secretary Prabodh Saxena, Shivam Pratap Singh has now been appointed as the Chief Executive Officer of the Himachal Pradesh State Rural Livelihood Mission in Shimla, until further orders.


The move comes in the wake of serious allegations levelled against Shivam Pratap Singh by the family members of the late Chief Engineer.


The family had accused Shivam Pratap Singh of harassment, prompting their demand for his removal from the power corporation. Before Shivam Pratap Singh, IAS officer Harikesh Meena was removed as the power corporation managing director and Deshraj as the director.

3 top power corporation officers named in FIR

All three have been named in the FIR filed by Vimal Negi’s wife Kiran Negi alleging harassment of her husband by senior officials, which “drove him to suicide”.


Kiran Negi and Vimal Negi’s younger brother Surendra Negi have accused the three senior officials of mentally harassing the late Chief Engineer and driving him to suicide. They had also alleged that the current state investigation lacked transparency and seriousness.


“If the government had acted responsibly, Director Deshraj would not have been granted bail. No action has been taken against former MD Harikesh Meena or IAS officer Shivam Pratap Singh,” said Kiran Negi.
While the police have registered an FIR against Director Deshraj and his anticipatory bail was initially rejected by the high court, he has since received interim relief from the Supreme Court.


Former MD and IAS officer Harikesh Meena was called for questioning by the Shimla police on Monday (April 7, 2025).
