The Himachal Pradesh University Teachers’ Welfare Association (HPUTWA) has announced a 24-hour hunger strike on September 26, under the slogan “Save the University”, to protest against the upcoming Executive Council meeting and the prolonged neglect of teachers’ demands.
Despite repeated appeals, none of the association’s proposed demands have been fulfilled. The Career Advancement Scheme (CAS) for teachers has been pending for over three years, leaving thousands of educators across the state without rightful promotions. The association claims that while other government employees are receiving timely promotions, college and university teachers are being subjected to discriminatory treatment.
HPUTWA President Dr. Nitin Vyas stated that the university’s reputation is being tarnished due to government inaction. As a state university, Himachal Pradesh University relies on annual grants from the government to pay salaries and pensions. For the fiscal year 2025–26, the university received a grant of ₹152 crore, while the total salary and pension expenditure stands at ₹252 crore. The remaining ₹100 crore is covered through the university’s own resources.
However, the government’s practice of releasing grants in monthly installments has led to delays in salary disbursement for the past four months, causing financial distress among staff. The pending DA payments have further added to the concern.
Faculty members have also raised long-standing demands for the construction of new residential quarters, which remain unaddressed despite prior assurances. The absence of a university canteen, irregular housing allocation meetings, and arbitrary appointments to the post of Assistant Director have drawn criticism toward the administration.
The association emphasized that neither staff nor students are satisfied with the current state of affairs. On September 26, HPUTWA will hold a peaceful protest and hunger strike outside the Vice Chancellor’s office, demanding urgent action and accountability.
