New committees, 2.5-year rule report card: Congress summons entire Himachal cabinet, state chief to Delhi for crucial meeting

The Congress is ramping up efforts to reorganise its party structure in Himachal Pradesh, with a high-level meeting scheduled in Delhi on August 4. Chief Minister Sukhvinder Singh Sukhu, Deputy Chief Minister Mukesh Agnihotri, all state ministers and Himachal Pradesh Congress Committee (HPCC) president Pratibha Singh have been summoned to the national capital for strategic discussions.


The meeting comes in the backdrop of Himachal Congress’ state, district and block-level committees remained disbanded since November 2024. As part of a nationwide initiative led by former Congress president Rahul Gandhi to strengthen the organisational framework, the Delhi meeting will focus on reconstituting party committees, assessing the government’s performance over the past 2.5 years and chalking out a roadmap for the 2027 Assembly elections.

Other points likely on meeting agenda

Chief Minister Sukhu arrived in Delhi on Friday (August 1, 2025) evening but is expected to travel to Chamba on August 3 to attend the closing ceremony of the Minjar Fair, a significant cultural event in the region. He is likely to return to Delhi later the same day to participate in the high-level meeting on August 4. He is scheduled to return to Shimla on August 5.


Key agenda points of the meeting could include reconstitution of party committees at all levels, performance review of the Congress government’s 2.5-year rule, filling vacant posts in state-run boards and corporations, strategy planning for the 2027 Assembly elections and ensuring coordination between the government and the party organisation.


Ahead of the state-specific meeting, CM Sukhu and state Congress leaders will attend a national-level Congress meeting focusing on constitutional challenges facing the country. Top party leadership, including Congress president Mallikarjun Kharge, Rahul Gandhi and Priyanka Gandhi Vadra, will be present.

Re-energising the party ahead of 2027

Insiders suggest Rahul Gandhi will lead a session aimed at re-aligning the state government and party structure, emphasising unity and accountability. Ministerial performance will also be under review, with possible tough questions for underperforming departments.


The Himachal Pradesh Congress, currently in power, is eyeing a renewed public outreach strategy. The upcoming meeting will also address grassroots mobilisation, with plans to infuse new energy among party workers and appoint fresh faces in key organisational positions.


A final decision regarding appointments in boards and corporations, including the vacant posts of chairpersons and vice-chairpersons, may also be taken during the meeting.
