Mandi Municipal Corporation revises house tax bylaws

In a significant move aimed at addressing public concerns and ensuring equitable taxation, the Mandi Municipal Corporation (MMC) has amended its house tax bylaws.
The decision was finalised during a special meeting comprising Mayor Virender Bhatt Sharma, Deputy Mayor Madhuri Kapoor, various councillors and Municipal Commissioner HS Rana.
The revision process was initiated following the receipt of numerous objections from residents regarding the proposed bylaws. To ensure transparency and public participation, the MMC had invited objections by January 7, 2025.
Subsequently, a special meeting was convened to deliberate on these concerns, during which Municipal Commissioner HS Rana presented the objections for detailed discussion.

Key amendments

  1. Zoning adjustments:
    • Existing Areas: The ABCD zoning classifications in older parts of the city will remain unchanged, maintaining the status quo to avoid disruption.
    • Newly included areas: Zones will be determined after comprehensive on-ground assessments to ensure fair categorisation.
  2. Tax relief measures:
    • A 10% discount on house tax payments made within 30 days will continue, encouraging timely payments.
    • An additional 10% discount for house repairs remains in effect, providing financial relief for property maintenance.
  3. Location factor revision:
    • In Zone A, the location factor has been reduced from Rs 5 per square meter to Rs 4.50 per square metre, lowering the tax burden on residents in prime areas.
  4. Exemptions:
    • Courtyards, kitchen gardens, agricultural land, and cowsheds are exempted from property tax, acknowledging their non-commercial use.

Rationale behind amendments

The MMC’s decision to amend the by-laws stems from a commitment to address public grievances and ensure a fair taxation system. By maintaining existing zones in older areas and conducting thorough assessments in new regions, the corporation aims to implement a balanced approach.
The continuation of discounts and exemptions reflects the MMC’s sensitivity to the financial concerns of its residents.
The amendments have been met with appreciation from various sections of society. Residents have expressed relief over the retention of discounts and the reduction in the location factor for Zone A. The exemption of non-commercial property areas from taxation has also been lauded as a pro-people measure.
