HPSEBL Kangra zone elects new executive committee, raises key engineering concerns

Dalhousie — The Chamba Zone of the HPSEBL J.E.–A.A.E. Association held its General House Meeting today at the HPSEBL Rest House in Dalhousie, under the leadership of State President Engineer Mukesh Rathi. The meeting saw strong participation from members and focused on organizational reforms and pressing issues faced by junior engineers in the field.

During the meeting, the previous zonal executive committee was dissolved and elections were held to form a new leadership team. The newly elected office bearers are:

🔧 Field Staff Shortage and Material Supply Highlighted

Members expressed concern over the growing workload on junior engineers due to a shortage of field staff and technical personnel. The association urged management to ensure timely and adequate supply of materials before initiating any field operations to prevent disruption in consumer services.

📋 Key Demands and Resolutions

Several critical issues were discussed, including:

  • Protection under IPC 304(A): Engineers called for safeguards against legal vulnerabilities during field operations.
  • Fixed Tenure and Separate Cadre: A demand was raised for a distinct cadre with fixed tenure for junior engineers.
  • Promotion Rights: The association resolved that any tampering with the promotion quota for diploma-holding junior engineers would be unacceptable.
  • IT Infrastructure: Requests were made to equip every section with computers, printers, and SAP connectivity.
  • Elimination of Double Work: Engineers demanded the discontinuation of offline registers (CA-22, MSR, CLR, etc.) now that all operations are conducted online via SAP, citing unnecessary duplication of effort.

🤝 Call for Unity and Discipline

State President Mukesh Rathi congratulated the newly elected members and urged all engineers to work with dedication, discipline, and unity for the betterment of the organization and the engineering community.
