The Himachal Pradesh government is set to overhaul its existing laptop distribution scheme for school toppers. Under the revised plan, only toppers from government schools will now be eligible for rewards, and instead of providing gadgets directly, the government will introduce a coupon or voucher system that allows students to purchase devices of their choice.
The new scheme will be launched soon by Chief Minister Sukhvinder Singh Sukhu, officials said. The Department of Education has been directed to prepare the list of toppers from the past three academic years, as all three batches will be awarded together once the plan is rolled out.
From laptops to tablets, now to coupons
Earlier, the state government provided laptops to board toppers through the Himachal Pradesh State Electronics Corporation. However, the process has been inactive for the last three years. The new plan replaces the direct distribution model with a digital coupon system that students can redeem to buy a tablet or laptop of their choice.
Education Secretary Rakesh Kanwar said that a dedicated online portal is being developed for implementing the new system. “If a student or parent wishes to buy a higher-end device, they can contribute the extra amount,” he explained.
Focus on government school students
Unlike earlier years when toppers from private schools affiliated with the HP Board were also included, the revised scheme will now cover only government school students. Officials said this move will ensure that incentives reach those studying in public institutions and promote digital access among students from economically weaker backgrounds.
The government is expected to spend several crore rupees on the scheme. Education Directorate officials have been told to finalise the list of eligible toppers and complete all formalities before the official launch.
All three batches to receive awards together
The Directorate of Higher Education has been instructed to compile the names of toppers from the last three board examinations, as the scheme has remained inactive since 2021. Once the list is approved, Chief Minister Sukhu will formally launch the initiative.
“Tablets will not be distributed physically this time. Instead, students will receive digital coupons that can be used to purchase approved devices,” said a senior education official.
