Himachal Pradesh has been declared a ‘Top Achiever State’ under the Government of India’s Business Reforms Action Plan (BRAP) 2024, conducted by the Department for Promotion of Industry and Internal Trade (DPIIT). The state earned an impressive 98 out of 100 points for its outstanding performance in construction permit enablers, healthcare, and service sector reforms.

Union Minister of Commerce and Industry, Piyush Goyal, presented the award to Ajay Yadav (Principal Resident Commissioner) and Rachit Sharma (General Manager, District Industries Centre, Sirmaur) at the Industry Conclave 2025.
🛠️ Reform-Driven Governance and Investor-Friendly Policies
Chief Minister Sukhvinder Singh Sukhu praised the Industries Department for its efforts, highlighting that the state has undertaken several investor-friendly reforms over the past three years. He emphasized the government’s commitment to creating a transparent, efficient, and business-conducive environment.
The integration of the existing single-window system with a new tech-enabled platform has streamlined processes, enhanced transparency, and strengthened the state’s ease of doing business framework.
📈 150+ Online Services and Progressive Policies
Industries Minister Harshvardhan Chauhan stated that the recognition reflects Himachal’s reform-oriented governance and pro-industry outlook. He noted:
- Over 150 services are now available online under the single-window system
- Policies like the Industrial Investment Policy 2019, MSME Policy 2023, and Startup Policy 2022 are driving innovation, investment, and job creation across the state
