Himachal budget session: MLA Bhawani Pathania presents motion of thanks on Governor’s address

Shimla: The second day of the Himachal Pradesh Assembly budget session commenced in Shimla on Tuesday (March 11, 2025), following its inauguration on Monday with Governor Shiv Pratap Shukla’s address.


On the second day, the House will deliberate on the Governor’s address, with MLA Bhawani Singh Pathania presenting the motion of thanks on behalf of the government, which will be seconded by MLA Vinod Sultanpuri.


Fireworks are likely as the day progresses, with the opposition BJP expected to create a ruckus in support of its demands and stage a walkout.


The budget session, scheduled from March 10 to March 28, will have a total of 16 sittings. Chief Minister Sukhvinder Singh Sukhu is set to present his third budget on March 17, a crucial event as expectations run high among the public.

Tributes, discussion on Governor’s Address

Assembly Speaker Kuldeep Singh Pathania initiated the session by urging all members to ensure the smooth conduct of proceedings.


Chief Minister Sukhu expressed condolences over the demise of former Prime Minister Dr Manmohan Singh and former MP Kishan Kapoor. The House observed a moment of silence in their honour before proceeding with the day’s agenda.


Following the tributes, the discussion on the Governor’s address began. The motion of thanks, moved by Bhawani Singh Pathania, will be debated over the next three days, from March 11 to March 13.

Question hour and legislative proceedings

After the condolence messages, the question hour began where legislators raised key public interest issues. Ministers from various departments, including health, agriculture, industry and education, faced inquiries from MLAs.


Chief Minister Sukhu, Deputy Chief Minister Mukesh Agnihotri and other ministers addressed the queries put forth by the opposition and ruling party members.


The government will also present a supplementary budget for the current fiscal year. Additionally, CM Sukhu will introduce the Himachal Pradesh Appropriation Bill-2025 in the House.


The budget session will continue until March 28, with a total of 16 sittings. March 22 and 27 have been designated as non-official working days. The financial budget for 2025-26 will be passed on March 26.


No Question Hour will be held on March 17, the day of the general budget presentation. The Assembly Secretary will provide details on the bills approved by the Governor.
