Reply given to Dharamshala MLA Sudhir Sharma during winter session

DHARAMSHALA: The Himachal Pradesh government has clarified that no regular posts have been created or sanctioned for any of the newly announced “Mitra” categories — Van Mitra, Pashu Mitra and Rogi Mitra — across key departments. The clarification came in a written reply to a question raised by Dharamshala BJP MLA Sudhir Sharma during the ongoing Assembly session.
No Van Mitra, Pashu Mitra, Rogi Mitra appointed so far
In its response, the Forest Department stated that not a single Van Mitra has been appointed so far under the scheme announced earlier. While the policy permits hiring on an honorarium basis, officials confirmed that no recruitment process has begun.
Similarly, the Animal Husbandry Department informed the House that even though the Pashu Mitra Policy-2025 was notified on August 14, 2025, no Pashu Mitra has been appointed and their services have not been utilised in any form.
The Health and Family Welfare Department also clarified that no Rogi Mitra had been engaged under the scheme.
The government further told the Assembly that the Himachal Pradesh State Electricity Board (HPSEB) is currently in the process of filling 1,602 posts, but no appointments have been finalised yet.
The reply highlights mounting concern among job seekers, as multiple schemes promising new support-staff categories have been announced over the past two years, but none has translated into actual employment or sanctioned regular posts so far.
