DHARAMSHALA: Following the “suicide” by Himachal Pradesh Power Corporation Limited (HPPCL) Chief Engineer Vimal Negi, allegedly due to harassment by senior IAS officers, a Himachal Pradesh Police officer has sparked a fresh controversy by accusing a top police officer of harassing others.

In a post on Facebook, Superintendent of Police (CID-Intelligence) Bhupinder Negi alleged that a senior police officer who held a prominent position had been troubling his subordinates in a similar manner.

In his post, Bhupinder Negi hinted at the possibility that someone within the Himachal Pradesh Police could be driven to take drastic action, similar to Chief Engineer Vimal Negi, if the harassment did not stop. However, the SP did not name the senior officer involved in the alleged harassment.

“Himachal Pradesh Police mein bhi ek aisa bahut bada adhikari hai jisne bahut officers ko pareshan kar rakha hai… kabhi kahin koi…,” Bhupinder Negi wrote in Hindi, suggesting that the troubling behaviour by the senior officer could lead to a tragedy within the police force.

Allegations of harassment against senior IAS officers

Kiran Negi, the wife of late Chief Engineer Vimal Negi, has accused her husband of enduring immense pressure from senior officers at the HPPCL, which she believes ultimately drove him to suicide.

She has filed an FIR for abetment of suicide against three senior IAS officers — Himachal Pradesh Power Corporation Managing Director Harikesh Meena, Director of the Electrical Wing Desh Raj and Director (Personal & Finance) Shivam Pratap Singh, who were allegedly part of the harassment her husband suffered.

Initially, the FIR filed by the police named only Harikesh Meena and Desh Raj under Section 108 of the Indian Penal Code, accusing them of driving Vimal Negi to suicide. However, after reviewing the FIR, Kiran Negi pointed out that the name of Shivam Pratap Singh was missing.

FIR amended after Kiran Negi’s intervention

Following Kiran Negi’s insistence, the Himachal Pradesh Police re-recorded her statement and amended the FIR to include Shivam Pratap Singh’s name. This amendment raised more concerns over the thoroughness and transparency of the investigation.

As investigations into Vimal Negi’s suspicious death continue, the police have sealed his office at HPPCL to prevent tampering with critical documents. This action was taken after his sudden disappearance and recovery oh his body on March 18.
