Why Himachal also needs youth commission like Bihar

Many Indian states have taken steps over time to organise youth power and address their issues through the establishment of Youth Commissions (Yuva Aayog).


Bihar, in particular, has taken a commendable initiative in this direction, which has inspired several other states across the country. Now, it’s time for Himachal Pradesh to take similar steps and provide a strong platform for its youth.

What is a youth commission?

A youth commission is a government body that works to protect the interests of youth, promote their education, employment, leadership skills and social participation. The commission provides policy recommendations to the government and monitors the implementation of youth-related programmes and schemes.

Why is it necessary in Himachal?

• To address unemployment:
Today, youth from Himachal are migrating to other states in search of jobs. A youth commission can help reduce this migration by promoting skill development, startups and self-employment at the local level.
• To ensure youth participation in policy-making:
Through the youth commission, the voice of the youth can directly reach the government. This will help frame effective policies on issues such as the quality of education, preparation for competitive exams and digital training.
• To promote skill development and entrepreneurship:
The youth commission can assist youth with vocational training, digital skills and setting up local enterprises. This will create employment within Himachal itself.
• To prepare social and political leaders:
Through leadership programmes, the youth commission will help shape future leaders who can play impactful roles in politics, administration and society.

Examples from other states
Bihar Youth Commission:
• Direct hearing of youth grievances
• Organisation of job fairs and skill development camps
• The Youth Policy 2021 was developed based on this commission’s recommendations

Uttarakhand Youth Commission (Proposed):
• Focus on self-employment
• Employment based on local resources to prevent migration
• Karnataka and Madhya Pradesh:
• Subsidies for startups and establishment of innovation labs
• Promotion of participation in sports, music, and culture

Suggestions for Himachal
• A dedicated “Himachal Youth Policy” should be created
• Youth representatives should be included from panchayat to state level
• Formation of block-level youth advisory councils
• Establishment of innovation and startup hubs for youth
• Introduction of a “Reverse Migration Scheme” to encourage youth who moved out to return and start ventures in Himachal

The real strength of Himachal lies in its youth. If they are given the right direction, platform and support, they can transform Himachal from merely the “Land of Gods” (Devbhoomi) to a “Land of Development” (Vikasbhoomi). A strong youth commission like Bihar’s will give Himachali youth new hope, new vision and new opportunities — and only then will our youth say:
“We won’t go outside Himachal, we’ll take Himachal forward from within!”
