Major Change Before Panchayat Elections: Not Everyone Will Be Eligible to Contest

Ahead of the upcoming Panchayat elections in Himachal Pradesh, the government is introducing a significant and impactful reform. Through the proposed Himachal Pradesh Panchayati Raj Amendment Bill 2026, the aim is to make the election process stricter and more transparent.

Key Highlights of the Amendment

  • Ban on Drug Trafficking Offenders Individuals involved in drug trafficking cases will be declared ineligible to contest Panchayat elections. If a candidate is found guilty after winning, their membership will be terminated.
  • Financial Discipline at the Forefront Defaulters of cooperative banks and societies will be barred from contesting. Those with pending financial liabilities related to Panchayat audits will also be disqualified. This move is seen as an effort to strengthen accountability and financial discipline at the grassroots level.
  • Change in Gram Sabha Quorum Previously, 25% of families were required to be present for a Gram Sabha meeting. Under the new proposal, this threshold will be reduced to 10% of registered voters. While this is expected to speed up decision-making, questions remain about whether such limited participation can truly represent the interests of the entire village.

Government’s Stand

The government believes these changes will ensure that only candidates with a clean image can represent Panchayats, thereby making the system more effective. However, it is clear that the new rules will impact a large number of potential candidates and could reshape the dynamics of Panchayat politics.
