SHIMLA: The Himachal Pradesh Directorate of School Education is preparing to take action against teachers in urban schools where the pass percentage for Class 10 and Class 12 board exams has remained below 25 per cent over the last three academic years.
In a review meeting chaired by Education Minister Rohit Thakur at the Shimla headquarters, it was decided that such teachers would be transferred to other districts. Reports have been sought from all district deputy directors within a month, detailing school-wise performance for academic years 2022-23, 2023-24 and 2024-25.
As per policy, disciplinary measures will also be implemented for teachers, headmasters and principals in schools where the board results consistently fall between 0% and 25%.

The minister emphasised that despite better infrastructure and resources in urban schools, low academic performance was unacceptable.
Thakur directed stricter oversight in such cases. The meeting also decided to mark red entries in the annual confidential reports (ACRs) of 54 principals whose schools performed poorly. This includes five principals from senior secondary schools with low Class 12 results, 23 from senior secondary schools with poor Class 10 outcomes and 24 principals from high schools.
Subject-wise underperforming teachers will be issued show-cause notices. If their responses are not found satisfactory, their annual salary increments may be withheld.
The minister also ordered mandatory monthly surprise inspections of schools and asked for minimisation of non-teaching duties for educators.
Changes in exam schedule, transfers, attendance monitoring
New rules for board exams were introduced in the meeting. Starting this academic year, Class 10 and 12 board exams will be conducted from 10 am to 1 pm, instead of the previous timing of 8.45 am to 12 pm.
Centre superintendents and deputy superintendents will now be assigned randomly. Additionally, each centre will have one observer, similar to CBSE protocol, and answer sheet evaluators will also be selected randomly.
In schools where student enrollment is zero, teaching and non-teaching staff will be relocated to institutions in need of personnel. Participation in training programs will be mandatory for selected teachers. No exemptions will be allowed.
