Chamba police launch probe into allegations

In a major development that has sent ripples through Himachal Pradesh’s political circles, the Chamba police have registered a case against BJP MLA from Churah and former Deputy Speaker Hans Raj under provisions of the POCSO (Protection of Children from Sexual Offences) Act and the BNS (Bharatiya Nyaya Sanhita – Child Protection) Act following a complaint lodged by a young woman of sexual exploitation. The woman is an adult now, but the complaint pertains to a period when she was a minor.
The case, registered at the women police station, Chamba, has entered the formal investigation stage, with the police confirming that due legal process is being followed at every step.
Police start collecting primary evidence
According to police officials, the complainant’s medical examination has been conducted, and investigators have begun collecting primary evidence.
The case stems from a complaint alleging exploitation and intimidation involving the legislator, which the police say is being handled with “utmost sensitivity and adherence to procedure.”
The latest action follows an earlier FIR filed by the young woman’s father against the MLA’s personal secretary and another individual, accusing them of kidnapping, threats and coercing the family into retracting previous statements. The father alleged that around a year ago, the family was taken to Shimla and forced to change their version of events under pressure.
The controversy resurfaced recently when the young woman went live on social media, making serious accusations against the MLA. In response, the legislator also released a video statement denying the allegations. The public nature of these exchanges prompted the Himachal Pradesh State Commission for Women to seek a formal report from the Chamba police on the matter.
Confirming the registration of the case, Director General of Police (DGP) Ashok Tiwari stated that a multi-layered investigation is underway. “The case is being probed from every legal and technical angle. All procedures under relevant laws are being meticulously followed,” he said.
Sources within the department revealed that besides medical verification, the police are also scrutinising digital evidence, social media content and witness statements to establish the sequence of events. The authorities have stressed maintaining confidentiality given the sensitive nature of the case.
The incident has also taken a political turn, with local units of both major parties reacting sharply. The Block Congress Committee has reportedly conveyed details of the case to the party’s national leadership, calling for internal review and accountability.
BJP student wing ABVP demands transparent investigation
Meanwhile, the Akhil Bharatiya Vidyarthi Parishad (ABVP) submitted a memorandum to ASP Hitesh Lakhanpal, urging a fair, transparent and time-bound investigation.
Police officials said that further action would depend on the findings of the ongoing probe. “Every angle is being examined carefully. Statements, digital trails and earlier complaints are being analysed in sequence,” an officer stated.
Leader of the Opposition and former Chief Minister Jai Ram Thakur said that it is important to wait for the completion of the investigation regarding the allegations against BJP MLA Hans Raj. He said that questions had been raised from both sides on social media, and therefore, it would be appropriate to wait until the investigation process is completed.
Jai Ram Thakur made this statement while speaking to the media after the Vande Mataram programme on Friday when he was asked to comment on the ongoing controversy.
