Good news for thousands of contract, daily-wage employees in Himachal as govt regularises their services


In a significant move benefitting thousands of contract and daily-wage employees, the Himachal Pradesh government has issued orders to regularise the services of those who have completed two years in job on March 31 (2025).


The Department of Personnel has issued a notification regarding this and the employees are set to be regularised from the new financial year. The employees have welcomed the decision of the Sukhvinder Singh Sukhu government

Employees now regularised once a year

Previously, employees completing a two-year contract period were regularised twice a year on September 30 and March 31.
This allowed contract employees to be regularised when they completed their two-year job duration. However, the new decision means that contract employees will now be regularised only once a year on March 31 after completing their two-year contract.


As a result, employees who would have been regularised on October 1, 2024, after completing their two-year contract, had to wait until March 31, 2025.

Conditions for regularisation of employees

The regularisation of contract employees will be based on the availability of vacant positions.
The appointments will be made according to seniority, provided that all rules were followed in the initial contract recruitment process. Each department will set up a screening committee to examine the eligibility of employees for regularisation.


Regularised employees will be appointed at the prescribed minimum salary for the position. They can by posted anywhere in the state.
Similar conditions apply to the regularisation of daily wage and contingent paid employees. Regularisation will only take place for available positions and no new posts will be created.


The selection process will follow seniority, and if posts for reserved categories remain vacant, they will be filled in the future. If an employee was within the prescribed age limit at the time of appointment, the current age limit will not be an obstacle.


Additionally, employees who have served in higher positions for a partial period can have their service period added to their overall tenure for regularisation purpose.
