State to bring first-of-its-kind legislation ensuring full care

On the occasion of Children’s Day, Himachal Pradesh Chief Minister Sukhvinder Singh Sukhu made a historic announcement at the state-level event held at the Ridge in Shimla, unveiling a comprehensive welfare framework for orphaned children.
Calling it a deeply emotional and humanitarian step, the Chief Minister said his government has drawn a defining line — “The government is the parent — the government is the guardian.” Under this principle, Himachal has become the first state in the country to grant orphaned children the status of “Children of the State.”
CM Sukhu said the initiative was not merely a government programme, but a tribute to former Prime Minister Jawaharlal Nehru’s affection for children. “Their smiles and happiness are our biggest asset,” he told the gathering, emphasising that every child deserves dignity, opportunity and unconditional support.
Key announcements for orphaned children
Dedicated law for full care till 27 years: The Chief Minister revealed that the state government will soon introduce a landmark law to guarantee the upbringing, education, protection and welfare of all orphaned children from birth until the age of 27. This will be the first comprehensive legal framework of its kind in India.
Admissions in premier schools: From the next academic session, orphaned children will not only receive free education but will also be given admissions in prominent, well-established schools across the state to ensure quality learning and equal opportunities.
College education fully funded by the state: Even after turning 18, the government will continue to support these children by securing their admission to colleges and bearing their entire educational expenses.
Financial support and facilities: Currently, more than 6,000 children above the age of 18 are receiving Rs 4,000 monthly pocket money, along with free education and hostel facilities under government support.
This is personal mission, says Sukhu
Speaking emotionally, CM Sukhu said the initiative goes beyond administrative duty. “This is not a government task for me but my personal mission. These children must receive a dignified place in society,” he said, drawing applause from the crowd.
The Chief Minister also stressed the government’s commitment to protecting and empowering girls in the state. “Ensuring the safety, education, and limitless opportunities for every daughter is my personal mission,” he declared. Sukhu added that both he and the Himachal Pradesh Police stand as a shield for every girl in the state.
With these announcements, the state government has set a new benchmark in child welfare, marking Children’s Day with policy decisions that could transform the lives of thousands of vulnerable children across Himachal Pradesh.
