Why 56 Himachal govt teachers forced to say no to a job they so badly wanted for years

Shimla: At a time when the youth have a “do whatever it takes” attitude to secure a government job, 56 candidates selected as trained graduate teachers (TGTs) in Himachal Pradesh have declined the government’s job offer, and that too after a wait of over two decades.

These candidates, chosen on a batchwise basis, completed their BEd degrees nearly 24 years ago, with many now aged between 52 and 55 years. Given the long delay, many are already established in other government or private sector roles and were unwilling to take up new positions at this stage of their careers.

Had these candidates accepted the TGT positions, they would have spent approximately two and a half years on a contractual basis before potential regularisation. By the time they could expect permanent status, many would be nearing retirement age.

In light of this, the Directorate of Elementary Education has released a waiting list to fill the vacancies left by those who opted out. The contract-based TGT position offers a monthly salary of Rs 22,860 and selected candidates must attend a 15-day training programme starting December 9 at SCERT-Solan. The failure to participate in this training will disqualify them from the role.

On Thursday, the directorate issued a fresh list of 56 new TGT candidates based on batchwise selection. The new appointees include 16 TGT Arts, 29 TGT Non-Medical, one TGT Non-Medical under the ex-servicemen’s quota, six TGT Medical and four TGT Medical from the ex-servicemen’s quota.

Despite the job offers, enthusiasm remains low as several candidates on the waiting list are also over 50 years old and some are hesitant to accept the role given the limited career progression remaining.

Batchwise recruitment for 1,023 posts

The Directorate recently conducted batchwise recruitment for 1,023 TGT positions, including 496 TGT Arts, 333 Non-Medical, and 194 Medical. The batchwise counselling took place in October and November 2023.

A senior official at the Director of Elementary Education acknowledged the situation, noting that many selected teachers have established careers elsewhere and may not be interested in joining at this stage. To address the unfilled positions, the Directorate has extended the offer to waiting-list candidates with a ten-day period to accept the post.

68 TGTs appointed from ex-servicemen quota

Additionally, the Directorate has issued appointments for 68 TGT positions under the ex-servicemen quota, offering them the same Rs 22,860 monthly salary. These candidates have also been given a 10-day window to assume their posts, as per a notification by the Directorate. Those who fail to take charge within the designated timeframe will forfeit their appointment.
