Police say scooterist was moving in wrong direction, driver taken off-duty

MANDI: In a controversy of sorts, the Mandi police in Himachal Pradesh have been accused of trying to hush up an accident case involving a police vehicle carrying a top officer and a scooter driven by a local youth, Yashwant Thakur, who sustained critical injuries and is learnt to be struggling for survival at the PGI, Chandigarh.
According to information, the accident occurred on August 29, 2023, when Mandi Additional Superintendent of Police (ASP) Sagar Chand was travelling towards Pandoh from Mandi in his official Bolero vehicle (HP33-3175). The vehicle, being driven by Sagar Chand’s driver ASI Baldev, allegedly collided head-on with the scooter (HP33-4041) while overtaking a bus near Saulikhad, about 1 km from Mandi town.
The Mandi police have issued a statement (read below) in which they admitted that the accident had occurred, but maintained the “scooterist was at fault”. They said the ASP’s vehicle was moving in the right direction whereas the scooterist was coming from the wrong direction. In an attempt to escape hitting the bus, the scooterist took a sudden turn and came in front of the Bolero and the accident occurred, the police alleged.
The police also said they rushed the youth in a police vehicle to the Zonal Hospital, Mandi, from where he was referred to the PGI, Chandigarh. The police said they informed Yashwant’s family and made arrangements for shifting him to Chandigarh where he was under-treatment.
When TNR contacted Yashwant’s wife Lovely over the phone, she said her husband was “battling for life at the PGI as the doctors attending on him had advised the family to take him home as his chances of survival were almost nil”.
Alleging an attempt to hush up the matter, Lovely said her husband had suffered severe head injury. “He was my lifeline, my only support. Doctors have said they don’t see any chances of his recovery. He was so young. What do we do? We are shattered,” said an inconsolable Lovely. The accident had gone unnoticed for more than a week until Lovely reportedly contacted a mediaperson in Mandi over the phone and apprised him about the entire incident.
Lovely maintained that more than a week had passed but no one from the Mandi police had bothered to visit them or inquire about her husband. “The police have ruined our life. My husband was his parents’ only son and the sole breadwinner of the family. He has been left to die,” she alleged, her voice choking.
Mandi SP Saomya, when contacted by the media, said a case under Section 279 and 337 had been registered against the Bolero driver and he had been taken off duty. She said the CCTV footage of the incident had been sent for verification and action would be taken as per law.

कुछ समाचार चैनेलों द्वारा सोशल मीडिया पर दिनांक 29.08.2023 को मण्डी जिला के सौलीखड्ड में स्कूटी व पुलिस वाहन के बीच हुई सड़क दुर्घटना के बारे में अर्धसत्य प्रसारित किया जा रहा है जबकि दिनांक 29.08.2023 को ही इस मामले में अभियोग संख्या 216/23 अधीन धारा 279, 337 भा०द०स० थाना सदर जिला मंडी में दर्ज किया गया था जिसका अन्वेषण जारी है। इस दुर्घटना में घायल श्री यशवंत ठाकुर को तुरंत पुलिस जीप में जोनल अस्पताल ले जाया गया व प्राथमिक उपचार के उपरान्त उन्हें पी०जी०आई० चंडीगढ़ रेफ़र किया गया तथा पुलिस ने तत्परता से इन्हें पी०जी०आई० चंडीगढ़ पहुँचाने का प्रबंध किया । वे पी०जी०आई० में उपचाराधीन हैं। हमारी संवेदनाएं इस दुर्घटना में घायल श्री यशवंत ठाकुर व उनके परिवार के साथ हैं व हम उनके शीघ्र स्वास्थ्य लाभ की कामना करते हैं ।
सोशल मीडिया पर प्रसारित अर्धसत्य का खंडन :-
- अर्धसत्य – एएसपी की गाड़ी ने उड़ा दिया स्कूटी सवार।
पूर्णसत्य – चलती बस के आगे से गलत दिशा से उतावलेपन में सड़क पार करके स्कूटी सवार सही दिशा से ओवरटेक कर रही पुलिस जीप के आगे जा गिरा, देखें, सीसीटीवी फुटेज।
- अर्धसत्य – न्यूज़ में वीडियो को धुंधला करके डाला गया है ताकि गलत दिशा से चलती बस के आगे से क्रॉस करता हुआ स्कूटी सवार न दिखे।

- अर्धसत्य -पुलिस जीप ने दूसरी तरफ से जा रही स्कूटी को टक्कर मार दी।
पूर्णसत्य -स्कूटी सवार विपरीत दिशा से चलती बस के आगे से सड़क पार करते हुए व हड़बड़ी में सड़क के बीच पीछे से आ रही पुलिस जीप के आगे बिना टक्कर के ही स्कूटी से गिर गया। देखें साफ मूल वीडियो।
- अर्धसत्य – कुछ चैनल में घटना 28.08.2023 की बताई जा रही है व सी०सी० टी०वी० में तिथि 28.08.2023 दिखाई जा रही है ।
पूर्णसत्य -यह घटना दिनांक 29.08.2023 की है व उसी दिन ऍफ़० आई० आर० दर्ज की जा चुकी है जिसका अन्वेषण जारी है ।
- अर्धसत्य – पुलिस ने मामले की भनक 10 दिन तक किसी को नहीं लगने दी।
पूर्णसत्य – पुलिस नें खुद घायल को अपनी गाडी में तुरंत अस्पताल पहुँचाया व घायल के परिजनों व सहकर्मियों व आम जनता को उसी दिन मालूम हो गया था कि पुलिस की गाडी व स्कूटी सवार का एक्सीडेंट हुआ है ।
- अर्धसत्य – पुलिस सभी एक्सीडेंट का प्रेस नोट निकालती है लेकिन इसका नहीं निकाला ।
पूर्णसत्य – एक्सीडेंट का प्रेस नोट नहीं डाला जाता । मई 2023 से अगस्त 2023 तक मंडी जिला में 113 सड़क दुर्घटनाओं में 31 व्यक्तियों की मृत्यु हुई व 228 लोग घायल हुए । कुछ गिने चुने या आपदा संबधित दुर्घटनाओ को छोड़कर किसी का प्रेस नोट जारी नहीं किया गया है ।
