Dharamshala: In a recent development, the Himachal Pradesh government has implemented amendments to the Himachal Pradesh Financial Rules of 2009, specifically targeting Rule 157 related to the submission of utilization certificates.
As per the notifications issued this month, under the directives of Devesh Kumar, Principal Secretary Finance, the amendment emphasizes that institutions and organizations receiving grants must provide audited utilization certificates to the government within six months of utilizing the grant-in-aid.
Reliable sources informed TNR that various departments encountered difficulties in obtaining utilization certificates, prompting this amendment to streamline the process.
In May 2023, the Education Department communicated that the Directorate of Education was not receiving the necessary UCs, leading to audit objections raised by the Accountant General.
A communication from the Directorate to all principals and headmasters stated, “Kindly treat it as most urgent. Any negligence, and you will be held responsible for the lapses.”
