HP Assembly session: Opposition BJP objects to govt holding cabinet meeting when House proceedings were on

DHARAMSHALA: On the third day of the Himachal Pradesh Assembly winter session in Dharamshala on Thursday (December 21, 2023), the opposition BJP strongly objected to the conduct of a cabinet meeting on Wednesday even as House proceedings were underway.

The opposition BJP had walked out of the House late on Wednesday on the issue. As soon as the House proceedings began, the opposition raised the issue.

Leader of Opposition Jai Ram Thakur said that the cabinet meeting was held during the House session, which was against the rules. The cabinet meeting during an Assembly session has to be held when the House proceedings get over.

Jai Ram also said that the Deputy CM had not been authorised to reply on this. He said that as per the rules, a minister was authorised to reply in the House only when he the Chief Minister is not present due to some emergency, but the CM was very much in the Assembly premises and then “authorising someone else to reply on his behalf was an insult to the House”.

Jai Ram Thakur said that the situation of lawlessness is prevailing in the entire state. On this, Chief Minister Sukhvinder Singh Sukhu said ex-CM Jai Ram was not in the House at that time on Wednesday. The CM maintained that in his absence, the Deputy CM was authorised to reply. He said that the ministers have given answers regarding Rule 67 as he was not aware of extending the time of the House.

Assembly Speaker Kuldeep Singh Pathania said that he gave his observation in this regard on Wednesday itself. He said that the CM had authorised the Deputy CM to reply on his behalf.
