Himachal HC tells govt to collect green tax from tourists to keep state clean, cites policy in Sikkim and Bhutan

In a significant move towards environmental conservation, the Himachal Pradesh High Court has mandated a series of measures aimed at making the state plastic-free.
The high court has suggested that, similar to policies in Sikkim and Bhutan, a fee or tax should be levied on tourists to maintain the cleanliness and beauty of the environment. The directives were issued by a bench comprising Justice Tarlok Singh Chauhan and Justice Sushil Kukreja.
The high court has ordered that plastic bags be provided in the vehicles of tourists visiting Himachal Pradesh to encourage proper disposal of waste. The initiative is part of a broader strategy to manage solid waste and reduce pollution in the state’s picturesque landscapes.
In previous orders dated March 23 and May 9, the high court had directed the Shimla Municipal Corporation to implement stringent measures for managing solid waste. Complying with the high court’s orders, the Municipal Corporation has established a complaint number, 9805201916, for reporting garbage sightings in forests or residential areas. Complaints will remain visible until they are resolved, ensuring accountability and prompt action.
Furthermore, the high court has instructed the state government to form a special task force before the next hearing, scheduled for August 1. This task force will oversee the implementation of the high court’s directives and ensure compliance.
The Lahaul-Spiti Deputy Commissioner has been asked to submit an affidavit detailing the utilisation of the green tax collected from tourists. The high court is seeking transparency in how these funds are being used to support environmental initiatives.
Additionally, the high court has directed the state government to register plastic companies operating in Himachal Pradesh to monitor the influx and disposal of plastic within the state. Companies found bringing plastic illegally into the state will face heavy fines.
These measures are part of a comprehensive approach by the Himachal Pradesh High Court to safeguard the state’s environment from the detrimental effects of plastic waste.
