Cabinet meeting takes major decisions on reopening of schools, projects

All schools in Himachal will remain closed till September 4. This decision was taken at a Cabinet meeting held under the chairmanship of Chief Minister Ja Ram Thakur. However, no restrictions have been imposed on marriage ceremonies, social, political and religious events.

4000 posts of teachers to be filled up

The Cabinet has passed an approval to fill up 4000 posts of different categories of teachers. These include 820 posts of drawing teachers and 870 posts of physical education teachers in the education department. Out of these, 2640 posts will be filled on a contract basis in the higher education department. Various other posts of teachers will be filled batch wise.

Rs 1813 crore Shimla water supply project approved by World Bank

The Cabinet has approved a draft negotiation package by the department of urban development in collaboration with the World Bank and the department of economic affairs, Ministry of Finance, Government of India to fund the Shimla water supply and sewage service distribution programme for improving water supply services in Greater Shimla, a USD 250 million (Rs 1813 crore) project. Out of the total amount of 250 million US dollars, the World Bank will provide financial assistance of USD 160 million (Rs 1160.32 crores) and the remaining amount of USD 90 million (Rs 652.68 crores) will be borne by the state government. The principal secretary of the urban development department was authorised to finalise and sign the package with the World Bank.

Objective of Shimla water supply project

The primary objective of the Shimla water supply and sewerage project is to fulfill the water supply needs of Shimla with an additional 67 MLD from the Sutlej river to meet increased demand by 2050.

This includes augmenting the water needs of the Special Area Development Authority of Kufri, Shoghi and Ghanahatti and additional planning areas, as well as providing water 24 hours a day throughout the week to all consumers in the Shimla Municipal Corporation area.

This will be in addition to better sewerage facilities in Shimla Municipal Corporation by 2050.


The project also includes drawing water from the Sutlej river near Shakrodi village of Sunni tehsil in Shimla district. This includes augmentation of 67 MLD of water at Sanjauli to a height of 1.6 kms and laying a 22 km long pipeline.

The project also paves way for the upgradation of the distribution pipe network in Shimla Municipal Corporation to provide 24 hour water supply throughout the week.

A sewerage system will also be provided in Mehli, Panthaghati, Tutu and Mashobra areas of Shimla. This project is aimed at meeting the needs of Shimla city by improvising and upgrading the water supply and sewage system by the year 2050.

Other decisions

The Cabinet has also decided to entrust the work of the blood bank, mortuary, bio-medical waste management space and additional building for canteen as well as the cafeteria to HSCC Private India limited of the under construction super speciality block at Chamyana, IGMC, Shimla, for which an MoU will be signed between the Health and Family Welfare department and the implementing agency.


During the meeting, presentations were also made on the prevailing Covid-19 situation and preparedness to deal with a possible third wave. The Cabinet also approved the setting up of a new industrial training institute at Ladaghat in Sadar tehsil of Bilaspur district.

New development office to be opened in Churag

Retirement and death gratuity for employees of urban local bodies under the new pension scheme has been approved by the Cabinet.

It also approved the opening of a new development block office at Churag in Mandi district.

Atal Adarsh Vidyalaya to be opened in Bagasyad

The Cabinet approved the opening of the Atal Adarsh Vidyalaya at Bagsyad in Siraj assembly constituency in Mandi district. Four posts of stenographers through direct recruitment on contractual basis for ADR centres at Bilaspur, Hamirpur, Reckong Peo, and Nahan have been approved.

New elementary education block in  Salawahan

The Cabinet has decided to create a new elementary education block office at Salwaha by separating the education blocks Balh and Sundernagar-1 in Mandi district.

Status of Darvi High School upgraded

The Cabinet recommended the up-gradation of Darvi High school to Government High School and Government High school Lamu and Badgran in Chamba district to Government senior secondary school. 16 posts for the smooth functioning of these schools was also recommended.
