Amidst Impending Transfers, Kangra District Takes Centre Stage

Shimla: With the last week of January on the horizon, a series of transfers, encompassing Deputy Commissioners (DCs) and Superintendents of Police (SPs), is poised to sweep through Himachal Pradesh. Numerous high-ranking IAS officials eagerly await their orders, anticipating potential administrative shifts.

In the midst of this bureaucratic shuffle, Kangra district has become a focal point, witnessing a surge in individuals expressing their desire to be appointed as DC Kangra. This transition arrives at a pivotal juncture, with the upcoming Lok Sabha elections expected to be a fierce battleground between the ruling Congress Government in Himachal Pradesh and the BJP.

*Political Turmoil in Kangra*

However, Kangra District presently grapples with political turmoil marked by widespread discontent among the populace, who feel inadequately represented in the government. This sentiment persists, possibly due to communication gaps or the inability of media managers to dispel notions of under-representation.

Media managers in Sukhu govt. have encountered challenges in addressing this issue, potentially reflecting a lack of expertise in managing media relations and shaping public perception.

*Only Sukhu Tried to Dispel Kangra Issue*

Despite these challenges, Chief Minister Sukhwinder Singh Sukhu, as noted by political analysts, has endeavored to appease the masses and build trust in his leadership. His announcement to develop Kangra as a “Tourism Capital” reflects an ambitious undertaking, demanding extensive knowledge, experience, commitment, dedication, and competence. Hence, Sukhu must scrutinize the vision and strategy of officials eyeing the post of Kangra DC. Though, Congress leader RS Bali who is holding cabinet rank with tourism chairperson’s post in sitting government is trying hard to execute the dream project of Sukhu with his team of officials in tourism department.

 

*Importance of Kangra DC*

The appointment of a DC for Kangra holds immense significance for the government. Before embarking on ambitious projects, addressing the trust deficit arising from past developmental setbacks and fund misuse is imperative. The appointed official must excel in public relations, effectively portraying a positive government image.

Numerous infrastructural projects, funded by both the government and the Asian Development Bank (ADB), such as the overhead footbridge near the DC office, the Bio-diversity Park (Tulip Garden), the defunct convention center near Dhauladhar Hotel, the failed Smart city Project, among others, lie dormant—a substantial misuse of public funds.

In the face of prevailing political, developmental, and governance challenges in Kangra District, the government must fulfill promises to the people through competent bureaucrats and leaders. This includes not only transforming it into a “Tourism Capital” but also addressing pressing issues like establishing the North Campus of the central university, developing tourism huts in Nagrota Surian, and establishing a Skill Development Centre on Chinmaya Road.

 

Considering the complexity of managing one of the largest districts in both demographics and geography in the state, the appointment of Deputy Commissioners demands a higher degree of maturity, management skills, and experience. However, recent trends of bureaucratic lobbying and favoritism in these appointments raise concerns about the deterioration of both development and governance.

Well-placed sources indicate that some IAS officials from the 2016 batch are also seeking key appointments considering their careers, posing a critical decision-making moment for the government. Prioritizing experience, merit, competence, and the past track record of officers is essential to address the existing trust deficit and fulfill promises to Kangra’s citizens. The outcome will serve as a litmus test for the government’s wisdom, vision, and commitment in navigating Kangra District’s complex challenges.
