Dharamshala: Tapovan, the spiritual village of this hill destination, is abuzz with the frantic movement of government vehicles and bureaucrats ahead of winter session of Himachal Pradesh legislative assembly.
Once in a year, mostly during the onset of winters, this village dons the look of second capital state due to assembly session.
The assembly complex at this village hosts the state government, top politicians and bureaucrats for just few days and remains closed for rest of the year.
Adjacent to this assembly complex there is a centre of learning Vedas and other meditational practices with idols of lord Ram and Hnuman installed housing number of saints.
On the other side of this huge complex is CORD (Chinmya Organization for rural development) the institute doing social work for special children and village women.
Breaking into the peaceful atmosphere of this Tapovan village senior officials from almost every department are on move to make sure all arrangements right from the booking of rooms for officers of all departments from state headquarters and politicians, working of electric equipment at assembly complex, sound system installed in the house, proper running of water, supply of electricity and power backups.
Public works department (PWD) has started the work of face-lifting of the complex and beautifying the gardens. Irrigation and public works department (IPH) has started working on fountains and water taps and electricity department has started working on power supply.
Police officials had to ensure smooth vehicular movement when town is loaded to its capacity with the rush of government guests.
Dr Nipun Jindal, Deputy commissioner, when contacted said that preparations are on and everything is being ensured taking austerity measures.
The session is going to take place from December 19 on wards till 23rd.
“Review meetings are also underway to complete the arrangements at the earliest” he added.
The assembly complex has remained in the controversies after it was termed by few politicians as ‘white elephant’ due inactivity of this huge property.
It was during the tenure of the congress government that this complex has come into action in 2006. Inauguration was done by the then Chief Minister Virbhadra Singh. Building has costed government around 7 crore rupees.
